Achievement of Japan's ODA in Nepal in 2002
|
As a close development partner, Japan has been extending its Official Development Assistance (ODA) to Nepal in order to help promote the socio-economic development and well-being of the people in this country. In extending the economic and technical assistance to Nepal, Japan has given priority in five areas that are set with prior consultation between the two countries; namely, (i) human resources development, (ii) the social sector such as education, health and medical care, (iii) agricultural development, (iv) basic economic and social infrastructure, and (v) environmental conservation mainly through grant aid and technical cooperation. In addition, Japan has also provided loan aid to Nepal for projects like Kulekhani Hydro Power Station, implementation of Kaligandaki 'A' and Udayapur Cement Plant. It is heartening to note that Japan-Nepal economic and technical cooperation has crossed more than three decades.
In the year 2002, there have been important achievements of Japanese ODA in Nepal, some of which can be outlined as follows:
- Improvement of Intersections in Kathmandu City
The construction of physical facilities necessary for the improvement of ten intersections in Kathmandu City is currently underway in a full swing. The works in some of the intersections have been completed. The ten 'bottle-neck' intersections and their adjacent areas have been the source of various traffic problems, including severe traffic congestion, traffic accidents, fuel loss and considerable emissions, causing health hazards and air pollution. Such traffic conditions have been adversely affecting the daily activities of ordinary citizens as well as the urban environment. Once the project is completed the above-mentioned problems will be addressed.

- Progress of Sindhuli Road
Construction work of the section II (Sindhuli Bazar - Khurkot section) and section IV (Dhulikhel - Nepalthok section) of the 158 km long Sindhuli Road is in progress and partially opened for vehicular movement. The partial opening of the road has brought about some obvious effects such as improvement in marketing and price reduction of essential commodities.

- Implementation of Kathmandu Water Supply Facilities
The project is currently being implemented and is expected to contribute to reducing the leakage and to improve the water supply capacity in quantity as well as quality in the target area (South-East of Kathmandu, Madhyapur, West of Bhaktapur and Lalitpur service area) of the Kathmandu Valley. The facilities constructed under this Project will play an important part in improving the water supply services in the target area even after the Melamchi Water Supply Project is materialized.

- Handover of Storage Facilities of Iodized Salt (Phase I)
The improvement of storage facilities of iodized salt in Biratnagar and Janakpur have been completed and handed over to His Majesty's Government of Nepal. The improved facility is expected to bring about a remarkable improvement in the efficiency and effectiveness in the management of storage facilities so that an adequate amount of iodized salt can be supplied to a larger segment of the population. This in turn will contribute to the prevention of iodine deficiency disorder to those vulnerable people, which is considered one of the major public health issues in Nepal.

- Construction of Primary Schools under BPEP II
2002 marks the completion of the project for Construction of Primary School Facilities under the Basic and Primary Education Program II. Under this program, 2,540 new classrooms, 43 resource centers, 817 toilet blocks and 431 water supply facilities have been completed in 13 districts.
The project is expected to improve children's enrollment, promote their access to basic and primary education, and increase their learning retention and their completion of primary school.

- First Non-Project Grant Aid
The Government of Japan extended, for the first time, the non-project grant aid for the purpose of contributing to the promotion of economic and social structural adjustments efforts of His Majesty's Government of Nepal as well as for the mitigation of economic difficulties, including the debt of the country. This is a foreign currency support to His Majesty's Government of Nepal to secure payments for the import of goods that are urgently needed.

- Grant Assistance for Grassroots Projects
The Government of Japan has been extending grant assistance for development projects designed to meet grassroots level needs of developing countries under the Grant Assistance for Grassroots Projects (GGP) scheme. Grant assistance is provided to local governments, non-governmental organizations (NGOs) as well as hospitals and schools, and other non-profit organizations in order to help implement their development projects at the grassroots level. In the year 2002, 6 organizations have been provided assistance to implement their projects.
Following are some of the projects completed in 2002:
- Multipurpose Martial Arts Center is one of the significant projects completed and inaugurated in 2002. The essential function of the Center has been to serve as an educational center for promoting sports through Japanese martial arts like Judo and Kendo, which are also popular among the people of Nepal.

- Construction of a Community Bridge over Jhanj River at Matsari in Rautahat Districtis another project completed and in operation. With the completion of this project, more than 30,000 people living in six VDCs of the Northern part of the Jhanj River will be directly benefited.

- Supply of Educational Equipment for Primary Schools has been completed and 11 primary schools in 4 VDCs have been provided a total of 1,894 sets of desks and chairs, 46 blackboards, 44 musical organs, 103 harmonicas, 30 xylophones, 2 video cassette players, 3 video monitors and some other educational equipment which were donated from the schools in Japan. This has helped the children in those schools enjoy learning and encourage them to attend schools. This will have beneficial effect in increasing the enrollment ratio as well.
