The Government of Japan Approves the Utilization of the Counterpart Fund of Non-Project Grant Aid

The Government of Japan has, based on the recent request made by the Government of Nepal, approved the utilization of three hundred and twenty million Nepalese Rupees (NRs.320,000,000) from the Counterpart Fund of Non-Project Grant Aid (NPGA) for implementing the following five (5) projects in February 2010.

The name and details of the projects approved for implementation in their respective sectors are as follows: Reconstruction, Rehabilitation and Development of Rural Areas (including Rural Infrastructure, Road Transport and Settlement Development) (NRs.260,000,000)

1. Trail Bridge Sector Wide Approach (NRs.50,000,000): The Department of Local Infrastructure Development and Agriculture Roads (DOLIDAR) is the implementing agency for this Trail Bridge Sector Wide Approach Project. Under this Project, DOLIDAR will procure necessary construction materials for the construction, maintenance and rehabilitation of suspension bridges located in 67 districts in order to improve accessibility in rural areas to help achieve national goal of poverty reduction.

2. Upgrading of Bardibas-Sindhuli Bazar and Nepalthok-Dhulikhel sector (NRs.67,200,000): the Department of Roads (DOR) will implement this project in order to upgrade and maintain the Sindhuli Road (Section I: Sindhuli Bazar - Bardibas section and Section IV: Nepalthok - Dhulikhel section) to insure an improved road environment for road users. This project is the continuation of a Project being implemented since Nepal-s Fiscal Year 2061/62 (2004/05).

3. Outer Ring Road Development Project (NRs.30,000,000): Similarly, Outer Ring Road Development Project will be implemented by the DOR to construct track-road on either side of the proposed Outer Ring Road in order to provide accessibility to the existing settlement as well as to establish it as a pilot-road for the construction of proposed Outer Ring Road in future.

4. Model Integrated Settlement Development Project (NRs.112,800,000): For urban development, the Department of Urban Development and Building Construction (DUDBC) will implement six (6) different programs: They are; (i) Integrated Compact Settlement Infrastructure Development Programs at 6 districts, (ii) Implementation of Model Village Study Reports at 4 districts, (iii) Infrastructure Development of Model VDCs at 12 districts, (iv) Integrated Infrastructure Development of non-municipal district headquarters at 11 districts, (v) Model Integrated Settlement Development of Thabang of Rolpa district, and (vi) Infrastructure Development of Small Towns in 5 districts. After implementation of these programs, it is expected that the living conditions of the people of 39 districts will be significantly improved.

Disaster Management (NRs.60,000,000)

5. Sindhuli - Bardibas Water Induced Disaster Prevention Project (NRs.60,000,000): Considering the possible negative impact from the natural disasters on transportation, communication and economy of the country, the Department of Water Induced Disaster Prevention (DWIDP) will implement construction and rehabilitation work on the Sindhuli Road (Section I)in order to mitigate water induced disasters. This disaster mitigation project will be implemented in close cooperation with the Department of Roads (DOR) Works to mitigate and manage water-induced disasters along the roads, and thus result in smoother vehicular movement. This project is the continuation of a Project being implemented since Nepal-s Fiscal Year 2062/63 (2005/06).

Considering the aspirations of the people of Nepal, the Government of Japan has decided to respond to Nepal-s requests to help achieve sustainable socio-economic development for poverty alleviation, through the above-mentioned projects, which will enhance the peace and nation building efforts of Nepalese people.
