Japanese Assistance for the Establishment of an Intensive Care Home for HIV/AIDS Patients

The Government of Japan has decided to extend a grant of eighty-three thousand and thirty five US Dollars (USD 83,035); equivalent to approximately five million, nine hundred eighty-six thousand, eight hundred and twenty-four Nepalese Rupees (NPR 5,986,824) to Nava Kiran Plus for the implementation of the Project for Establishment of Intensive Care Home for HIV/AIDS Patients in northern Kathmandu under the Grant Assistance for Grassroots Human Security Projects (GGP) scheme of the Government of Japan in Japan's Fiscal Year 2006.
A Grant Contract to this effect was signed and exchanged today between His Excellency Mr. Tsutomu HIRAOKA, Ambassador of Japan to Nepal, and Mr. Rajiv Kafle, President, Nava Kiran Plus.
The grant will be utilized for the construction of a two-storey rehabilitation center building for HIV/AIDS patients. Out of the total project cost of approximately 10.5 million Rupees, the recipient organization and the community people of Buddhanilkantha area will contribute the remaining cost incurred during the project implementation, viz. procurement of the land and construction of access road.

Grant Assistance for Grassroots Human Security Projects (GGP) is a scheme to provide financial assistance for the implementation of social and economic development and emergency humanitarian assistance projects being undertaken by non-profit making local organizations and institutions in developing countries and regions. The GGP scheme has been able to provide flexible support for economic and social development cooperation activities that have a direct effect at the grassroots level.
Speaking at the function, H.E. Mr. HIRAOKA reiterated the necessity of combating HIV/AIDS, which is one of the major goals of the Millennium Development Goals (MGDs). H.E. Mr. HIRAOKA also informed those present that Japan has been cooperating with UN agencies and other donors all over the world including Nepal to address this social issue. In addition, Japan launched a "Health and Development Initiative" (HDI) in June 2005 with one of the major policies being to emphasizing the "Human security" perspective.
H.E. Mr. HIRAOKA expressed his belief that the initiatives taken by Nava Kiran Plus shall give new hope and life for those people infected with HIV/AIDS. H.E. HIRAOKA appreciated efforts by Nava Kiran Plus to create awareness on this social issue, and at the same time expressed that the project will play a significant role in symbolizing the friendly relations between the two nations at the people-to-people level.
It is to be noted that the year 2006 is the 50th Anniversary of the Establishment of Diplomatic Relations between Japan and Nepal.
