Brief Summary of the Election Observation Mission of the Government of Japan to Nepal

The brief summary of the Election Observation Mission of the Government of Japan to Nepal which will be deployed in Nepal to observe the upcoming Constituent Assembly Election scheduled on April 10, 2008.

  1. Background

    (1)The election for the Constitutional Assembly to be held on 10th April is an important step to Nepal's peace process, with highly regard of international community including United Nations (UN).

    (2)Upon the importance of this election, on 18th March, the Government of Japan made a Cabinet decision based on the International Peace Cooperation Law to dispatch an election observation mission of 24 persons from late March to mid April to support the fair implementation of the election.

    (Note) Japan strongly supports the establishment of a democratic government and the progress of peace process in Nepal, and continues to assist in the Nepalese Government's efforts towards that end, such as; Election Commission Training in Japan and providing election-related equipment (approximately 9.2 million dollars Non-Project-Grant-Aid, including provision of necessary ballot boxes (60,000 boxes).

  2. Main Activities

    (1)Mr. Toshiro NIWA, Former Deputy Executive Director of UNICEF (Former UN Resident Coordinator and UNDP Resident Representative in Nepal (1983-1988)) leads the Japanese election observation mission, comprised by academia, election specialists, staff members of non governmental organizations operating in Nepal, and government officials.

    (2)Advanced teams are deployed gradually from 29th March, and a main team, including the head of the mission, arrives to Nepal on 5th April. The Japanese election observers will deploy in five regions, Kathmandu (2 teams), Dhulikhel (1 team), Biratnagar (2 teams), Pokhara (2 teams), and Nepalgunj (2 teams) until 13th April.

    (3)After the polling day, the mission will release a preliminary statement based on its initial findings at a press conference in Kathmandu on 13th April at 12:00 at Yak and Yeti hotel.
