Japan's ODA
Achievement of Japan's ODA in Nepal in 2004

As a close development partner and one of the major donors, Japan has been extending its Official Development Assistance (ODA) to Nepal in order to help promote the socio-economic development of this country. In extending economic and technical assistance to Nepal, Japan has given priority to five areas that are set with prior consultation between the two countries: namely; (i) human resources development, (ii) the social sector such as education, health and medical care, (iii) agriculture development, (iv) basic economic and social infrastructure, and (v) environmental conservation. In 2004, there have been important achievements of Japan's ODA in Nepal, some of them can be outlined as follows:

Debt Relief Measures
This year, the Government of Japan agreed to extend a total grant of 21,116,159,296 (NRs. 14,337,872,000) to His Majesty's Government of Nepal for Debt Relief Measure in the form of the cancellation of debts (principal and interest) that fell or have fallen due on or after April 1, 2003. This will help the Government of Nepal to take necessary measures required to reduce poverty and promote the social and economic development of Nepal in order to achieve the goals setout in the PRSP (Poverty Reduction Strategy Paper). Instead of providing Grant Aid for Debt Relief, the Government of Japan provides the Debts Relief Measure by canceling the relevant ODA debts owed to the Japan Bank for International Cooperation (JBIC) in order to achieve an earlier solution to the debt problems of developing countries and to enhance the transparency and efficiency of Japan's ODA.

Project for the Construction of Primary Schools in Support of Education for All
(Phase II)

The overall goal of the Project is to contribute to the realization of the goal of "Education for All by 2015" set out by His Majesty's Government of Nepal. The Grant will be utilized for the procurement of necessary materials for the construction of 525 classrooms, 23 resource centers, 321 toilets, and the installation of 143 water supply units in 12 districts. In addition, 17,646 sets of classroom furniture and 23 sets of furniture for resource centers will also be supplied.

Non-Project Grant Aid
The Non-Project Grant Aid has been extended for the purpose of contributing to the promotion of economic structural adjustment efforts of His Majesty's Government of Nepal as well as for the mitigation of economic difficulties, including indebtedness of the Kingdom of Nepal. The grant will be utilized for procuring necessary materials and commodities that are essential for the development of sectors such as health, local development, education, agriculture, drinking water, sanitation and infrastructure.

Food Aid
The assistance has been provided with the basic objective to enable the Government of Nepal to procure and supply rice to the needy population living in the food deficient and insurgency affected districts of Nepal.

Cultural Grant Aid for the Supply of Microfilm and Book Binding Equipment to TU Central Library
The main objective of the cultural grant is to promote cultural, educational and research activities, as well as preserving historically valuable books and old documents. The microfilm and book binding equipment at TUCL will help preserve the historic and valuable literature and records as well as repair and maintain the library materials, which are invaluable asset for future generations.

Grant Assistance for Grassroots Projects (GGP):
Some of the projects that have been implemented and completed by NGOs and local government through the GGP assistance of the Government of Japan are (i) Project for the Construction of High Quality Agro-Product Center at Sainbu, Lalitpur; (ii) Project for the Construction of Moxa Factory and Clinic Building in Chalanakhel VDC; and (iii) Project for the Construction of Chharka Bridge in Upper Dolpa. Other projects, that have been signed between the
Japanese Government and the respective NGOs, include (i) Project for the Construction of a Library in Chitwan; (ii) Project for Book Donation for Pokhara Japanese Language & Culture Center; (iii) Solar Home Lighting Project in Kaski district and (iv) Empowerment of Learning Skills for Women and Children Project in Changunarayan.

Inauguration of Nepal's Biggest Hydroelectric Project Kaligandaki 'A'
The Kaligandaki 'A' Hydroelectric Project (Shyangja district) is a long awaited mega-project, and so far, is the largest and most prominent run-off-river type project ever initiated in Nepal with an installed capacity of 144 MW. After the commencement of the project, Japan's contribution to the power sector in Nepal has reached a capacity of 236 MW, which is about 40% of the present total power capacity of NEA. The project has raised NEA's power supply coverage from 18% to 22% of the total population. The electricity generated from Kaligandaki is delivered beyond Shyangja district to the Terai, Pokhara, Kathmandu valley and other parts of the nation, thus benefiting the people of Nepal as well as the economic, social, health and educational development of the country.

Partial Opening of Sindhuli Road Section II
A 12.5 km long segment of the Sindhuli Road (Section II: Sindhuli Bazar-Khurkot) has been opened for road traffic use. The opening of this segment of the road has enabled people living in this remote area enjoy better access to the markets of Sindhuli Bazar and the cities of the Terai plains. After the completion of the Sindhuli Road Construction Project, segment by segment, it is expected that this strategic road will not only contribute to increasing socio economic development in the areas adjoining the road, but will also provide easy access to basic human needs such as health, education, food and basic infrastructures for the local people.
